Python library for all KUDAF metadata schema definitions

Create a Python library that contains KUDAF metadata schema definitions and logic that is common and applicable to other KUDAF Python packages. (Separate it from currently existing code that now forms part of Kudaf Datasource Tools, which also includes CLI to create Datasource API back-end)
